May bagong pasakit na naman kay ‘Juan dela Cruz’, ito ay matapos ianunsyo kahapon ng Land Transportation Franchi­sing and Regulatory Board (LTFRB) ang panibagong fare hike sa Metro Manila, Region 3 at Region 4.


Sakop ng P0.50 provisional fare increase ang mga commuters ng jeepney at bus na nakatakdang ihataw sa darating na Miyerkules, Mayo 21, alinsunod sa direktiba ng LTFRB.


Ayon kay LTFRB chairman Thompson Lantion, mula sa kasalukuyang P7.50 minimum fare sa jeep, aakyat ito sa P8.00.


Sasagasaan din ng bagong fare hike ang mga ordinary bus na biyaheng Metro Manila na nakatakdang magdagdag ng singil mula sa dating minimum fare na P8 ay aakyat sa P9, habang ang mga air-conditioned buses ay maniningil na ng P11.50 mula sa da­ting P10.00 minimum na pasahe.


Ang mga provincial buses naman sa Region 3 at 4 ay magdadagdag-si­ngil ng P0.10 sa kanilang kasalukuyang minimum fare at P0.25 naman sa mga air-conditioned buses.


Inanunsyo ng LTFRB ang bagong dagdag-pasahe mula sa hirit na fare hike ng mga jeep at bus operators dahil sa walang habas na pagtaas ng presyo ng langis nitong mga nagdaang araw.


Pumapalo na sa mahigit $126 kada bariles ang pres­yo ng langis sa pandaigdigang pamilihan, na lubos namang nakakaapekto sa oil market sa Pilipinas.


PISTON umalma


Samantala, agad na bi­na­tikos ng Pag-isang Samahan ng mga Tsuper at Operators Nationwide (PISTON) ang pahayag ng LTFRB ukol sa pagtaas ng pamasahe sa darating na Miyerkules.


Ayon sa kay secretary general George San Mateo ng PISTON, hindi lamang halagang 50 sentimos kada pasahero ang kalutasan ng walang habas na pagtaas ng produktong petrolyo sa bansa.


Aniya, pampalubag-loob lamang ang inaprubahang 50 sentimos provisional fare hike dahil hindi nito matutugunan ang problema ng mga tsuper dahil sa walang patid na pagtaas sa presyo.


Dagdag pa nito na may parating pang P7 na pagtaas ng produktong petrolyo ang mga kumpanya ng langis kung kaya’t kakarampot lamang ang P.50 na dagdag sa pasahe.


Nilinaw ni San Mateo na hindi P.50 provisional fare increase ang kanilang hiniling noong isinagawa nila ang nationwide strike kundi nais nilang maalis ang 12% EVAT sa langis, ibasura ang Oil Deregulation Law at kontrolin ang oil price hikes.

LTFRB stops implementation of P0.50 provisional fare hike


MANILA, Philippines - The Land Transportation and Franchising Regulatory Board (LTFRB) on Monday put on hold the implementation of the P0.50 provisional fare hike for public utility vehicles.

QTV's Balitanghali reported that the LTFRB decided to cancel the scheduled implementation of the fare hike, after Transportation Sec. Leandro Mendoza directed the agency further study the implications of the fare hike.

The LTFRB is an attached agency under the DOTC.

On Sunday, the LTFRB announced a 50-centavo fare hike for public utility vehicles, but had not released an official order on the fare yet. The fare increase would have taken effect Wednesday.

The television report quoted Mendoza as justifying the deferment saying the DOTC is currently studying several support mechanism for public transport drivers and operators, aside from the provisional fare hike such as the P2 fuel subsidy and the tax exemption for the spare parts.

Mendoza also expects that the distribution of low-priced rice to bus and jeepney drivers would help them cope with the rising price of oil.

The report said the proposed support mechanisms will also be presented to the National Economic and Development Authority (NEDA) which will decide if these are feasible.

The issue on the provisional fare increase will be discussed in the Cabinet meeting on Tuesday in Panglao, Bohol, the report said.

Meanwhile, transport groups said they are now preparing for a transport strike to protest the sudden shelving of a 50-centavo provisional fare hike, saying LTFRB's move to defer the fare increase has eroded their trust in due process.

In an interview on dzBB radio, Philippine Confederation of Drivers and Operators-Alliance of Concerned Transport Organization (PCDO-ACTO) head Efren de Luna said they are surprised over the DOTC's order to defer the fare hike, noting that they are initially scheduling the transport strike for June.

He said this will be "nationwide" in scope and that the length of the transport strike will depend on the situation and on what the transport groups will agree on.

"Nananawagan kami para magkaroon ng pagkakaisa mag-declare ng transport holiday ngayong June (We will call on other groups to unite and declare a transport holiday this June)," de Luna said.

"Di na kami masyadong naniniwala lalo na sa panunungkulan ni Lantion (We will no longer believe LTFRB chairman Thompson Lantion)," he added.

For his part, Pinagkaisang Samahan ng Tsuper at Operator Nationwide (Piston) secretary general George San Mateo said this move showed government's insincerity in addressing the transport groups' concerns.

"Nagulat kami dahil sa kahapon dinesisyunan, ngayon binawi. Ang ganyang pag-decide pagpapatunay alam nila di matutugunan yan ang problema (We were also surprised over the sudden about-face. But this shows the government admits the fare hike is not the solution after
all)," San Mateo said.

Zenaida Maranan, head of the Federation of Jeepney Operators and Drivers Association of the Philippines (Fejodap), said they were saddened over the development. She said she will now have to explain to Fejodap members the reason for the sudden about-face.

"Pag nalaman ito parang nawala ang credibility namin. Pareho kaming nawala... baka di maniwala alin ang totoo (Even we as transport leaders will have lost our credibility)," Maranan said.

"I have to talk first with members, malalaman namin kung magkakaroon kami ng transport strike o wala (I will talk with our members to see if we will hold a transport strike)," she added.

Vigor Mendoza, head of 1-Utak, lamented this was the first time government made an announcement of a fare increase only to defer it. Mendoza said the move "created more confusion than good," adding he will call an emergency meeting of his team.

"We are still in the dark bakit defer (We are still in the dark why they deferred it)," Mendoza said.

Meanwhile, LTFRB media consultant Leddy Tantoco appealed to the transport groups for a chance, saying they should wait for the outcome of Tuesday's meeting. - GMANews.TV
